Integrated industrial biogas plant supplies clean heat and electricity

Libramont, 27 October 2009 - Today the first European industrial process based on a sustainable energy island was unveiled at the plant of L’Oréal in Libramont, Belgium. Thanks to this state-of-the-art technology the production site is in principle independent of the public electricity and natural gas grid and can provide in its own energy needs.

The project is the result of a unique and innovative cooperation between the Belgian developer of sustainable energy Bio Energie Europa, energy company Eneco and L’OREAL. The concept and technology were developed over the past three years.

A unique industrial biogas plant was built close to the L’OREAL plant in Libramont. Biomass, from local farmers and the agro alimentary industry, is collected in a hermetic sealed tank. In this tank bacteria convert the biomass into methane through the biological process of fermentation. This biogas is then transported through a 600 metre subterranean pipeline to the factory. The biogas bought by L’Oréal is used in three cogeneration engines that generate both green heat and electricity. The plant is unique because both the generated electricity and heat, which is converted into steam, is completely used by the factory. Moreover, more green electricity is generated than the site itself requires. The remaining power, which is enough to meet the needs of around 4,000 households, is injected into the public grid.

This high-technological concept makes it possible for companies to handle their energy consumption in a very efficient and sustainable way. With the plant in Libramont, Eneco and Bio Energie Europa have completed their first major project for an industrial customer. Further, similar projects are in development or construction phases at both Wallonian and Flemish companies. A development that will generate employment for hundreds of people in the coming years during the construction of the plants. Approximately 150-200 of those people will be directly and permanently employed in Belgium.

As already announced in 2007, Eneco is undertaking considerable efforts to develop sustainable energy projects. Eneco Belgium is enhancing its leading position in renewable energy with respect to both biomass and wind power (takeover of Air Energy and Evelop Belgium). Within the biogas technology, five plants are planned to build each year, which requires an annual investment of 75 million euros.

For L’Oréal, completion of the project marks an important step towards achieving its goal of reducing its worldwide emissions of CO2 by over 50% by 2015. L’Oréal wishes to reduce its dependence on fossil fuels to an absolute minimum in order to prevent CO2 emissions. In this connection, a study is currently underway to enable the French plants to apply similar concepts.

Geachte aanwezigen,

Een eiland roept meerdere beelden op.  Mooie en minder mooie. Exotische en minder exotische. Wie "eiland" zegt, mijmert van palmbomen, blauwe zeeën en witte stranden. Een eiland als een unieke vakantieplek. Een eiland doet ons echter ook denken aan een isolement en vereenzaming. "Elk op zijn eiland blijven", brengt ons niet vooruit in de samenleving. "No man is an island entire of itself; every man is a piece of the continent ; part of the main" zei Ernest Hemingway daarbij John Donne citerend (die deze woorden uitsprak in de 17e eeuw). Wat wel helpt, is anderen de hand reiken en bruggen bouwen. Bruggen tussen economie en ecologie bijvoorbeeld. Bruggen naar een duurzame toekomst...

Mesdames et Messieurs,

« L'îlot énergétique durable » que nous inaugurons aujourd'hui combine le meilleur des deux mondes. Il s'agit incontestablement d'un projet unique, pionnier en Europe. C'est aussi un exemple de coopération par excellence. Pour mener ce projet, une entreprise internationale d'envergure, un producteur belge d'énergie durable et une entreprise énergétique européenne quittent leurs îles respectives et se tendent la main. Il en résulte une coopération créative aux retombées positives pour notre environnement.

Le projet est aussi un exemple de symbiose réussie entre d'une part la croissance économique et le respect d'importantes conditions environnementales d'autre part. Par le biais de son action, le gouvernement fédéral entend lui aussi jeter des ponts, notamment entre l'économie le développement durable.

Als Belgisch Eerste Minister ben ik trots dit pioniersproject op nationale bodem te verwelkomen. Op verschillende manieren levert het project een meerwaarde voor ons land. Het draagt eveneens bij tot het realiseren van essentiële beleidsdoelstellingen van de federale regering en van alle overheden in het land.

In de eerste plaats draagt het project bij tot een verzekerde bevoorrading van elektriciteit, een essentieel aandachtspunt voor ons land. Dat bracht er ons trouwens toe af te stappen van de geplande kernuitstap.

Ten tweede is de potentiële economische meerwaarde groot. Het is in de eerste plaats een voorbeeld van creatief en kostenefficiënt ondernemen, het geeft ademruimte voor onze economie. Het project kan ook een belangrijke "boost" geven aan de ontwikkeling van nieuwe technologieën. Ik heb vernomen dat bedrijven over het hele land reeds interesse getoond om deze technologie over te nemen. De bouw van meerdere van deze biogasinstallaties zal zorgen voor jobs en welvaart. Ook voor onze landbouw kan het hergebruiken van restproducten een extra afzetmarkt en bieden.

Ten derde wordt met het project een belangrijke bijdrage geleverd aan het Belgische Kyoto- objectief om de uitstoot van broeikasgassen met 7, 5 % terug te dringen tegen 2012. België is goed op weg om de doelstelling te behalen. Tussen 1990 en 2006 noteren we een daling van de uitstoot met 6%. Rapporten en prognoses van het Internationaal Leefmilieuagentschap geven ons aan - reeds voor het uitbreken van de economische crisis -dat België op schema is om zijn verbintenis tegen 2012 na te komen, in tegenstelling tot een aantal andere landen.  Het helpt België daarnaast op weg naar de ambitieuze doelstelling van 13% hernieuwbare energie in 2020. Op vandaag hebben we slechts een vierde hiervan bereikt, dus er valt nog een lange weg valt af te leggen.

Mesdames et Messieurs,

Ce projet représente plus encore que la plus-value cruciale dont je viens de vous parler. Avec d'autres projets similaires, il dévoile une nouvelle pensée, un nouveau paradigme, une nouvelle articulation entre l'économie et le respect de l'environnement. Cette conscience croissante que celui-ci  peut offrir de nouvelles perspectives à notre économie, des pistes de croissance à  long terme.

D'aucuns parlent de « New Deal » durable, d'autres de la philosophie « du berceau au berceau ». Peu importe la dénomination. Il est clair qu'une nouvelle manière de penser a fait son entrée dans notre économie, graduellement mais durablement. La crise économique dans laquelle nous avons été emportés l'année dernière a manifestement stimulé ce processus. Dans notre économie, la quête du long terme, du pérenne, devient une bouée de sauvetage ; à la recherche de la relance durable.

De par le monde, cette conception percole dans le chef des autorités, entreprises et ménages. Les autorités fédérales aussi s'inscrivent pleinement dans cette nouvelle pensée. Loin des longs discours et des grandes théories mais par des mesures ciblées et concrètes. Ceux qui prétendent que mon gouvernement ne dispose pas de vision en la matière se trompent.

De federale regering heeft het afgelopen jaar een pakket aan duurzame maatregelen uitgewerkt. Zo heeft ze de toegang tot kredieten voor energiebesparende investeringen verbeterd via het systeem van groene leningen, waarbij een deel van de interest door de overheid op zich wordt genomen. Eveneens heeft zij het Fonds voor de Reductie van de Globale Energiekost versterkt om op die manier investeren in energiezuinigheid voor iedereen mogelijk te maken. Ook het komende beleidsjaar zetten we hoog in op duurzaamheid. We voorzien in gerichte fiscale stimuli die onze transportwijzen milieuvriendelijker zullen maken en ontmoedigen milieuonvriendelijke mobiliteit. We moedigen ook de bouw van  energiezuinige woningen sterk aan. De federale regering maakt hiertoe middelen vrij in de context van een zeer moeilijke begroting.  Zij laat zich niet verlammen, maar bouwt concreet verder aan de brug tussen economie en ecologie.

Mesdames et Messieurs,

Il est parfaitement clair que les défis en matière d'énergie et d'environnement sont immenses. Nous ne pourrons les relever que si tout un chacun abandonne son île et jette des ponts.

Prenons les négociations internationales afin d'aboutir à un nouvel accord mondial sur le climat. Des pas sont faits, mais la frilosité reste trop grande pour l'heure. Ce n'est que lorsque chacun quittera son île et s'efforcera par la suite, selon ses propres possibilités, de parvenir à un accord, que nous progresserons. Les pays développés peuvent donner un signal important en tendant la main aux pays en développement et en faisant le premier pas. En jetant des ponts. La Belgique compte, au sein de l'UE, parmi le groupe qui souhaite enregistrer des avancées à Copenhague en décembre prochain.

Quitter notre île. Jeter des ponts. C'est ce qui fait le progrès. Nous sommes ici, en ce jour, pour inaugurer un exemple réussi de cette vision. Een duurzaam eiland met een stevige brug naar de toekomst.
